Jill Scrivener, Managing Director
Jill is one of the UK’s leading independent consultants specialising in agricultural and rural land use planning issues. She also has extensive experience with complex enforcement cases on rural sites.
She regularly works with landowners across the country providing strategic advice in relation to redevelopment opportunities for rural sites. Her broad business acumen enables her to keep focused on the needs of the client whilst also ensuring optimisation of asset value. Because of her eye for detail and well informed approach, Jill is regularly called upon to be an expert witness at planning hearings and public inquiries. She is a team player in every sense.
Jill has extensive experience in the industry and prior to setting up Bourne Rural her previous role was Director of Planning at Reading Agricultural Consultants. She was Chairman of the British Institute of Agricultural Consultants (BIAC), from 2014 to 2016. She is also a member of the Agricultural Law Association.
Jill has written articles for various publications, including the Farmers Weekly and RICS Land Journal. She continues to provide training and learning opportunities for private clients and local authorities.
One of her key strengths is that prior to working as a consultant in private practice, she was involved in practical agriculture and owned a mixed livestock farm producing and rearing cattle, pigs, sheep and poultry, which means she has additional insight into the issues faced by clients. She also has twenty-five years’ experience of owning and caring for horses.

Emily Watson, Planner
Emily joined Bourne Rural in December 2021 after completing her Bachelor of Science Degree in Physical Geography from Aberystwyth University. She is currently studying for a Master of Science Degree in Spatial Planning at Oxford Brookes University with the goal of becoming a Chartered Member of the RTPI.
Emily has established herself with a key role within the business. Her exemplary attention to detail and detailed research and analysis bring a real strength to the business. She has an immediate interest in historic buildings and related planning work and takes on an active role in the preparation of planning applications, appeal submissions and enforcement work.
Jane Pelham, Office Manager
Jane has been working at Bourne Rural for seven years. She is an integral part of our team, providing excellent support for both staff and clients. She is a key player and we would be lost without her.
Basil, Office Dog
Basil is a 3 year old Rottweiler who attends the office on a regular basis and provides general support to the team as and when required.
